Proof of concept minimal Tcl binding to the OPC/UA implementation
of http://www.open62541.org

Both, client and server modes of operation are supported.

Many things are still missing: more documentation, checks for memory
leaks, higher level OPC/UA services like support for extension
types and asynchronous mode of operation.
